As I asked private urologist in Philippines, they told it costs not less than 20,000 pesos for surgery.

In my case I had stage 3 varicocele before.
I dont have any idea whats the cause but it was cured by body stretching and exercise. Every time the veins swells, i throttled it with stretchable chords to support and hold the sweeling veins not to sag. About 3 months after, it was gone whithout any surgery.
That was 3 years ago and untill now i feel okey.
Hope it can be applied in your case.

I adviced the same to my friend but he has no luck. He went for government assistance though for surgery and he spends only few amounts for ultrasound and semenal analysis.
